Electronic Logging Device, ELD, is the new term used to describe systems installed in Class 7 and Class 8 vehicles to produce DOT Logs electronically. In the past these devices were called EOBR (Electronic On-Board Recorders), and AOBRD (Automated On-Board Recording Devices). ELD is the term the FMSCA (Federal Motor Carrier Safety Administration) adopted to cover electronic logging devices in the Moving Ahead for Progress in the 21ths Century (MAP-21) bill passed by Congress in 2013. ELD is a generic term used to describe any in-vehicle management device with electronic driver log capabilities but ELDs must meet specific requirements included in the MAP-21 bill.
The primary purpose of an ELD is to maintain the HOS (Hours of Service), for drivers required to keep a log book. An ELD is a legal electronic replacement for the driver log book. To satisfy the electronic log mandate drivers must identify themselves by logging into the device using a unique user name and password. ELDs must automatically track RODS (Record of Duty Status) changes for the driver in the vehicle. The ELD must display information for each duty status change and summary of hours to the driver as well as fleet compliance personnel and FMSAC officials during a roadside inspection.
